Dr. Packard earned her Ph.D. in Counselor Education from the State University of New York at Buffalo. Among her credentials, Dr. Packard is a licensed psychologist, Licensed Professional Counselor (LPC), Certified Rehabilitation Counselor (CRC), and Master Addictions Counselor (MAC). She has extensive work experience in the fields of corrections and addictions treatment. Dr. Packard holds memberships in a variety of national- and state-level professional organizations, including the American Counseling Association (ACA), the American Psychological Association (APA), and the Pennsylvania Psychological Association (PPA).

Dr. Packard was granted Professor Emeritus status in 2022 (Edinboro University of Pennsylvania). She was employed at Edinboro University as a Professor and Coordinator of the Clinical Rehabilitation Counseling and Clinical Mental Health Counseling program, 2001-2022. She worked as a therapist for Samaritan Counseling, 6/01/2022 through 02/29/2024. Dr. Packard established a private practice on March 1, 2024, and currently provides outpatient therapy for clients on a part-time basis.

Dr. Packard's most recent conference presentations include “Bereavement Following Suicide: Helping Those Left Behind” at the Suicide Prevention Advisory Board 2021 Virtual Conference Series in Erie, PA (March 2021), and “This is Who We Are: A Re-Visioning of Counseling Student Dispositions” at the Biennual Association for Counselor Education and Supervision (ACES) Conference in Seattle, WA (October 2019). She is scheduled to present at the 63rd Academy of Criminal Justice Sciences (ACJS) in March 2026.

Dr. Packard was the Project Director for the Substance Abuse and Mental Health Services Administration (SAMHSA) Expansion of Practitioner Education – 2020 (2) PRAC-ED Grant, September 30, 2020 – June 30, 2022. She served as Chapter Faculty Advisor for the Epsilon Chi Chapter of Chi Sigma Iota, 2014-2022.
